Membership
- Any person of the age of 18 or over, who accepts. Article II of Party Constitution shall, on making a written declaration in Form ‘A’ and on payment of a biennial subscription of Rs.2 only can become a primary member of Janata Dal (Secular) provided that he is not a member of any other political party, communal or other, which has a separate membership, Constitution and programme;
No legislator or office-bearer of the Janata Dal (Secular) shall participate in the activities of any communal organization. No member of Janata Dal (Secular) shall work in any front organization which functions in competition with the one sponsored by the Janata Dal (Secular).
- No person shall become a primary member, except in this permanent place of residence, or where he carries on his work;
- The term of membership, primary and active, shall be from 1st January to 31st December of the following year.
Active Membership
Any primary member may become an active member, by enrolling 25 primary members biennially, signing a declaration in Form B and by fulfilling the following conditions;
- He shall enroll himself as a subscriber to at least one party journal;
- He is of the age of 18 or over;
- He is a habitual wearer of hand-spun and handwoven khadi;
- He abstains from alcoholic drinks and intoxicating drugs;
- He does not observe or recognize untouchability in any shape or form;
- He believes in communal unity and has respect for the faith of others;
- He undertakes to have a minimum training and to perform a minimum task, as may be prescribed by the National Executive;
The following shall be the minimum tasks for active members;
- Participation in training or educational camp organized for party workers at least once year,
- Participation in one of the following constructive programmes:
- Eradication of untouchability,
- Organisation of Kisans, agricultural labour and tribals,
- Promotion of temperance and prohibition,
- Promotion of Khadi and Village Industries,
- Organisation of Labour,
- Organisation of Youth,
- Organisation of Students,
- Promotion of small savings campaign,
- Promotion of Village Station, Health and Hygiene,
- Promotion of education and adult education,
- Work for Rashtrabhasha Prachar and development of Indian Languages,
- Promotion of co-operatives,
- Work in Volunteer Organisations recognized by the Party,
- Promotion of Panchayati Raj,
- Work in Land Army and other employment generating schemes,
- Active participation in rural development work,
- Work for communal and caste harmony,
- Active involvement in women’s welfare activities,
- Promotion of Family Welfare Programme.
